Hello Marty:
It is perfect for a Western, completely red tail with multiple bands and solid brownish underneath with a bit of rufous on the chest. I attached a few other Westerns for comparison (some are breeding birds from Utah), no Harlan's traits on the bird at all. Anyway, hope this helps and feel free to send raptor pics anytime, I always love looking at them.
